Evaluation of IPA 2017 - EU Support for Education, Employment and Social Policy and IPA 2019 - EU for inclusion Back
The global objective of this evaluation is twofold:
- to provide the relevant services of the European Union and the interested stakeholders with an overall independent assessment of the performance of the “EU Support for Education, Employment and Social Policy” and “EU for Inclusion”, paying particular attention to its different levels of results measured against its expected objectives and to the reasons underpinning such results; and
- to identify key lessons learned, conclusions and related recommendations in order to inform decision makers on how to improve future interventions.
The specific objectives for this evaluation are:
- to assess the effectiveness and impact of EU funds in the sectors of employment, education and social policy.
- to formulate recommendations for improving the sector policy and increasing the impact of the investments in the sectors.
Qualifications
Qualifications and skills required for the team:
- All experts shall have at least university degree in an area relevant for this assignment (e.g. Economics, Private sector (MSME) development in emerging economies, Infrastructure/Engineering, Business
Administration, Entrepreneurship, Development Economics, Social Sciences) or in its absence, general professional experience of at least 5 years above the required general professional experience.
- The team should have a sound knowledge of EU enlargement policy and strategy and pre-accession assistance (IPA) as well as excellent communication skills, in particular, liaising with different stakeholders.
- The evaluation team will have command of English at level C2 of the Common European Framework of Reference for Languages (CERF) – both spoken and written.
- A good command of Macedonian and/or Albanian at level B2 or higher of the CERF will be considered an asset.
General professional experience required for the team:
- The evaluation team must have a cumulative experience of at least 12 years in the field of evaluation, mostly in, but not limited to, development cooperation, with solid experience in rigorous evaluation methods and techniques.
Specific professional experience required for the team:
The experts’ team (as a whole) shall fulfil the below specific expertise requirements:
- At least 6 years of experience in evaluation of interventions and/or programmes and/or projects in the field of education, employment and social policy.
- At least 2 intervention level evaluations successfully conducted in the Western Balkan region, Turkey or EU Neighbourhood.
- For the team leader, experience in leading at least 2 evaluations within education, employment and social policy field is required.
