Evaluation of financial instruments implemented in Palestine since 2020 Back

The general objective of this assignment is to comprehensively evaluate and provide recommendations on the relevance of the design, the effectiveness of the implementation and impact on relevant beneficiaries of financial instruments deployed in Palestine with the support of EU and DFIs/Team Europe financial mechanisms (namely blending funds, guarantees provided under EFSD and EFSD+, capital support, loans, etc.), from 2020 until now. By identifying best practices, challenges, and opportunities for improvement, the goal is to provide actionable insights and recommendations to optimize the use of financial instruments in Palestine, ensuring the efficient allocation of resources and maximizing the developmental impact of EU financial support facilitated by DFIs and Team Europe.

The specific objectives (Outcomes) of this contract are as follows:

  • Review the relevant Palestinian and EU strategies and policies as well as the completed and ongoing financial instruments financed and deployed in Palestine by the EU and DFIs;
  • Analyse the design (including type of instrument and underlying conditions) and implementation of the completed and ongoing financial instruments and evaluation of the achievement of their results;
  • Provide conclusions on the relevance and effectiveness of the financial instruments deployed by the EU and DFIs in Palestine, identify relevant challenges and provide recommendations on how to correct possible shortcomings in the design and implementation of the financial instruments in order to optimize their utilization.

Qualifications

Qualifications and skills:

  • Master’s Degree in Economics, Finance, Business Administration, Development Studies or other directly relevant discipline is required.

General professional experience:

  • At least 12 years of professional experience in one or more fields of qualifications and skills.

Specific professional experience:

  • Professional experience in the following areas: I. International donor organizations active in the economic development sector, including donor-funded programmes; and/or II. Public institutions with responsibilities in the financial sector; and/or III. Private financial sector.
  • Proven track-record of strong analytical capacity for delivery of reports, notes and studies in the economic and financial sector is a very strong asset.
  • Professional experience working on interventions supported by international donors, notably in context of the EU, knowledge of EU’s external policies, namely External Investment Plan and EU-Palestine Investment Platform will be considered as a very strong asset.
  • Excellent knowledge of English language is required.
