Qualifications and skills required for the team:

  • Knowledge of the EU institutional framework, in particular knowledge of different aid instruments.
  • Knowledge of the EU mandates on gender equality and empowering women and girls, and human rights based approach to development cooperation.
  • Excellent analytical and reporting skills, including gender sensitivity analysis.
  • Excellent communication skills, in particular, liaising with different stakeholders.
  • The evaluation team will have command of English at level C2 of the CERF – both spoken and written.
  • At least one team member will have command of French at level C1 or higher.

General professional experience of the team:

  • The evaluation team must have a cumulative experience of at least 10 years in the field of evaluation, mostly in, but not limited to, development cooperation, with solid experience in rigorous evaluation methods and techniques.
  • The evaluation team must have a cumulative experience of at least 10 years of working experience in the following areas: investment climate reforms.
  • The evaluation team must have a cumulative experience of at least 10 years of working experience in the following areas: women`s economic empowerment.

Specific professional experience of the team:

  • For the team leader, experience in leading evaluations within private sector development is required, with a preference for at least two evaluations conducted in the role of Team Leader.
  • At least one of the experts must have previous working experience in the ACP region.
  • At least one of the experts must have technical/sector knowledge and experience in promoting access to finance for women.

 

The assignment is to be done remotely. No travel envisaged.
