The overall objective to which this action contributes is to support youth and adults to have relevant skills, including technical and vocational skills, for employment, decent jobs and entrepreneurship as per overall objective of the EU4YES Action.
The specific objectives (Outcomes) of this contract are as follows:
- Specific objective (Outcome) 1: Enhance the quality of vocational training provision of the Ministry of Labour (MoL) through a modernised Vocational Training strategy, improved partnership with the private sector and reinforced capacities.
- Specific objective (Outcome) 2: Supporting MoL for updating ENOC including the review of the current Egyptian occupational classification (ENOC 2017) developed by the MoL and ensure its alignment with the ESCO classification.
- Specific objective (Outcome) 3: Ensure the monitoring of the EU4YES action and the coordination between the different co-funders and implementers ( GiZ, AICS, FWCs, current TA).
Qualifications and skills required:
- Completed university studies of at least 3 years, attested by a diploma in a relevant field such as Economics, Human Resources, Public Policy.
In its absence, 5 years of equivalent professional experience.
- Strong leadership and communication skills, with different range and category of stakeholders.
- Fluency in written and spoken English is mandatory.
General professional experience:
- Proven experience of at least 12 years of experience in the field of vocational education and training (VET), skills development or equivalent, particularly in designing and implementing VET strategies.
Specific professional experience:
- Proven track record of at least 7 years in leading and monitoring multidisciplinary teams on large-scale international projects, preferably in MENA countries, Middle East, North Africa and the Gulf countries (Jordan, Lebanon, Syria, Palestinian territories, Israel, Iran, Iraq, Morocco, Algeria, Tunisia, Libya, Egypt, Kuwait, Bahrain, Qatar, Oman, Saudi Arabia, United Arab Emirates, Yemen) or similar socio-economic contexts.
- Strong background in public-private partnerships (PPPs), with proven experience in ability to coordinate multi-stakeholder processes and manage complex institutional reforms.
- Proven strong experience in engaging with government institutions, particularly Ministries in charge of labour, employment, vocational training, on policy design and institutional reforms.
- Proven experience in capacity building and development programs aimed at strengthening institutional competencies, preferably in the vocational education and training sector.
