The BD Director is accountable for leading PROMAN’s strategic growth and positioning across all donor markets (EU, UNICEF, AFD, and other multilateral and bilateral donors). They manage the full lifecycle of business development: intelligence gathering, capture, partnerships, recruitment, proposal development oversight, through to contract award for LT, ST, and framework contracts – ensuring all proposals are compliant, competitive, and strategically aligned.
This role unifies and provides leadership across our Portfolios, Strategic Acquisitions (Long term and short term opportunities), and Framework Contracts. It includes network engagement to strengthen PROMAN’s visibility and credibility in the market.
The Director of BD guides, manages, and motivates a team of project management and acquisition experts, ensuring quality delivery of bids for opportunities funded by the EU, Luxembourg, France, UN, and other donors.
The Director of BD empowers staff decision making, reduces bottlenecks, and fosters agility for staff under their purview – while remaining accountable for the achievement of results and key metrics across the pipeline.
The Director of BD ensures a seamless flow from acquisition to delivery: providing strategic oversight of proposals to enable efficient and effective transition to delivery (including staffing, contract management, financial accountability, and quality assurance).
The Director of BD is a member of the senior leadership team, supporting PROMAN’s organisational development, agility, and adaptation to global trends.

Knowledge and Experience

  • Proven wins across EU and other donors.

  • Track record in consortium leadership, expert recruitment, and pipeline building.
  • Strong understanding of EU procurement and donor compliance frameworks.

Tasks

  • Oversee PROMAN’s entire acquisition portfolio (strategic bids, large bids, FWCs).
  • Monitor donor procurement pipelines (EU and other donors), ensuring early positioning.
  • Lead capture planning, including stakeholder mapping, competitor analysis, and win strategy development.
  • Oversee the full proposal development process, ensuring compliant, high-quality, and competitive submissions.
  • Oversee Framework Contract acquisition and performance, ensuring compliance and competitiveness.
  • Build and sustain relationships with donors, partners, and experts; lead consortium negotiations.
  • Ensure expert identification, recruitment, and validation processes are robust and meet proposal requirements.
  • Collaborate with Finance and Operations to ensure proposals are operationally feasible and financially sound.
  • Supervise BD staff, fostering cohesion, learning, and professional development.
  • Lead improvements to BD tools, systems, and databases.
  • Report quarterly on BD performance, including pipeline, win/loss analysis, and lessons learned.
  • Contribute to organisational strategy and represent PROMAN in high-level donor and partner engagements.
  • Lead / contribute to senior leadership strategy discussions and organisational transformation initiatives.
  • Report on performance to the Managing Director / Board.
  • Contribute to and participate in reporting to the Board on Proman overall performance.

Location: PROMAN HQ (Luxembourg) and/or remote with occasional missions on project locations.
