The overall objective (Impact) of this action is to help the four selected municipalities, one in each of the following provinces: Mpumalanga, Limpopo, Gauteng and KwaZulu-Natal to transition toward inclusive, low-carbon and climate-resilient service delivery systems that improve equitable access to essential services, create green livelihood opportunities, and contribute to South Africa’s just transition and Nationally Determined Contributions (NDCs).

The specific objectives of this contract are as follows:

1. To enhance the performance/effectiveness and resilience of municipalities

→ Outcome: Improved performing and resilient municipalities.

2. To facilitate green investments in municipalities

→ Outcome: The technical assistance team will facilitate municipal-level green investments by aiming at developing four (4) bankable, pipeline-ready project concepts—covering water, energy, waste management, and sanitation. One of each kind in each municipality.

3. To increase inclusive and gender-sensitive resilience and response capacity to Climate Change enhanced by community civic engagement and awareness on green social and economic benefits and opportunities.

→ Outcome: Each project will be developed in alignment with principles of good governance and will incorporate digital solutions and gender[1]responsive approaches that are inclusive of Civil society, knowledge sharing throughout the design and implementation planning.

Qualifications

Qualifications and skills:

• Educational Qualifications required: Masters in any one of the following fields: Environmental Studies, Urban Development.
• In place of the master’s, 5 years additional professional work experience will be required in addition to a bachelor’s degree.
• Fluency in English,
• Proven knowledge of the South African legislative environment in the local government would be an added advantage.

General professional experience:

• At least 6 years working experience in the drafting and implementation of plans that have a focus on Climate-resilient and sustainable urban environment or Renewable Energies or Disaster risk reduction mechanisms or resilience enhancing mechanisms.

Specific professional experience:

• At least 1 experience as long-term expert working with development financial institutions on projects that have to do with either water, energy, sustainable waste management or sanitation from concept stage to bankability.
• At least 1 experience implementing an environmental project that had a gender, social inclusion and stakeholder engagement focus in a lower/middle income country similar to South Africa.
• At least 1 experience as short-term expert for at least 12 months in implementation of a project that is either solid waste disposal and treatment installations or Water supply and sanitation networks or Renewable Energies in a lower/middle income country similar to South Africa.
