The overall objective (OO) (Impact) to which this action contributes to is to increase the effectiveness of the human development aspects of EU policies and programmes at global, regional and country level, in particular in the areas of quality and inclusive education / skills development and culture in partner countries.

The specific objectives (Outcomes) of this contract are contributing to the specific objectives for Education and training, and Culture of the People’s chapter of the Multi Indicative Programme on Global Challenges13 in order to:

  • Increase the relevance, effectiveness and impact of Education and training, and Culture and the creative sector policies and programmes at global, regional and country level.
  • Assist EC headquarters (HQ) and EU Delegations (EUD) in the identification, formulation, monitoring and evaluation of EU policies and programmes in the fields of culture, and skills development in its international partnerships, neighbourhood and enlargement context through technical support and ad hoc advice (desk work and field missions).
  • Provide specialised support on policy formulation and implementation for skills development, including Vocational Education and Training (VET) and Higher Education (HE) provision as a pillar of the Global Gateway Strategy and as an enabler for effective and sustainable investments and other flagship initiatives and policies in the neighbourhood and enlargement countries14 with a clear link to employment opportunities in particular for women and youth.
  • Enhance systematic evidence collection, knowledge management and sharing, capacity building, communication and visibility of EU activities in the fields of skills development and culture.

Qualifications: 

Qualifications and skills:

  • University degree (Bachelor or equivalent diploma) in Education sciences, Social sciences, International relations, Economics, Statistics and data science, or relevant equivalent discipline. In its absence, the Bachelor’s Degree can be replaced by 5 years of relevant professional experience, in addition to the minimum general professional experience required.
    A Master’s degree (or equivalent diploma) in a relevant equivalent discipline will be considered as an asset.
  • The expert must have excellent (at least C1 level) English language skills (writing, oral, communication, presentation).
  • Additional language skills (at least B2 level) in French, Spanish, Portuguese, Russian or Arabic will be considered as an asset

General professional experience:

  • At least 5 years of proven experience in programme management, policy and data analysis, knowledge management, capacity building and community management, or similar activities.

Specific professional experience:

  • At least 5 years of experience of knowledge and data management as well as community management tools and applications such as Excel, databases, web design, Adobe Photoshop, PowerPoint, Teams, interactive applications etc.
  • Knowledge of and fluency in using AI tools will be considered an asset.
  • Demonstrated experience in working with partner countries and specifically in the domains related to this contract will be considered an asset.
  • Proven experience with the European Commission and its policies will be considered an asset.
  • Previous experience working in EC related Services or similar assignments will be considered an asset.
