The overall objective (OO) (Impact) to which this action contributes to is to increase the effectiveness of the human development aspects of EU policies and programmes at global, regional and country level, in particular in the areas of quality and inclusive education / skills development and culture in partner countries.
The specific objectives (Outcomes) of this contract are contributing to the specific objectives for Education and training, and Culture of the People’s chapter of the Multi Indicative Programme on Global Challenges13 in order to:
- Increase the relevance, effectiveness and impact of Education and training, and Culture and the creative sector policies and programmes at global, regional and country level.
- Assist EC headquarters (HQ) and EU Delegations (EUD) in the identification, formulation, monitoring and evaluation of EU policies and programmes in the fields of culture, and skills development in its international partnerships, neighbourhood and enlargement context through technical support and ad hoc advice (desk work and field missions).
- Provide specialised support on policy formulation and implementation for skills development, including Vocational Education and Training (VET) and Higher Education (HE) provision as a pillar of the Global Gateway Strategy and as an enabler for effective and sustainable investments and other flagship initiatives and policies in the neighbourhood and enlargement countries14 with a clear link to employment opportunities in particular for women and youth.
- Enhance systematic evidence collection, knowledge management and sharing, capacity building, communication and visibility of EU activities in the fields of skills development and culture.
Qualifications:
Qualifications and skills:
- University degree (Master’s or equivalent diploma) in Education, VET, Social sciences, Economics, International relations, Public policy or relevant equivalent discipline. In its absence, the Master’s Degree can be replaced by a Bachelor’s Degree (or equivalent diploma) plus 2 years of relevant professional experience, in addition to the minimum general professional experience required.
General professional experience:
- At least 12 years of professional experience – of which at least 5 years working with partner countries – covering education and training policies and programmes.
Specific professional experience:
- At least 5 years of specific professional experience including the following areas:
a.Policies and programmes of at least one major bilateral or multilateral development institution17,
And
b. Advisory services to Ministries of Education, VET, higher education, labour or equivalent in the partner countries on designing and implementing education and training sector plans, strategies and programmes.
- At least 5 years of professional experience in leading teams of experts, i.e. team supervision and management, particularly in mobilising and appointing the right expertise, providing strategic and technical guidance and ensuring quality control of deliverables.
- Demonstrated experience in supporting high-level decision-making and policy-making processes, preferably in the framework of the EU and/or bilateral/multilateral agencies.
- Demonstrated experience of VET sector processes in partner countries, such as VET systems and private sector engagement in labour market, workforce skills development, entrepreneurship, or embedding skills in value chains.
- Demonstrated experience of education sector processes in developing countries such as the functioning of Local Education Groups, Global Partnership for Education, Education Clusters or Education Cannot Wait will be considered as an asset.
