The Technical Assistance Facility (DAT) implemented by PROMAN, with the support of the French Development Agency (AFD), aims to support Madagascar’s education and training sector ministries in the implementation of the second phase of the Common Education Fund (FCE). This facility is designed to strengthen the institutional, organizational and individual capacities of stakeholders involved in the management, implementation and oversight of the FCE, while contributing to improving the quality, efficiency, transparency and accountability of public expenditure in the education sector.

The DAT supports the Ministry of National Education (MEN), the Ministry of Technical Education and Vocational Training (METFP), the Ministry of Higher Education and Scientific Research (MESUPRES) and the Ministry of Economy and Finance (MEF). Its intervention covers both central and decentralized levels in order to improve planning, budgeting, financial management, procurement, monitoring and evaluation, reporting, as well as coordination among the various actors involved in the implementation of the FCE.

The DAT acts as a technical and operational interface between public administrations, technical and financial partners, and decentralized structures. It directly contributes to improving budget execution, strengthening internal control functions, enhancing public financial management practices, and promoting transparent and results-oriented governance.

The main objectives of the Facility are to:

  • Strengthen the capacities of beneficiary institutions in the management and oversight of the FCE;
  • Improve planning, budget programming, financial monitoring and reporting;
  • Strengthen public procurement capacities and accelerate the implementation of funded activities;
  • Support competency transfer to enable sustainable and autonomous management of the FCE by national institutions;
  • Reinforce coordination, consultation and governance mechanisms of the FCE at both central and decentralized levels;
  • Support the decentralization of the education system and improve resource management at regional and local levels.

The expected results include:

  • Sustainable capacity strengthening of beneficiary institutions in the management, oversight and monitoring of the Common Education Fund (FCE);
  • Significant improvement of planning, programming, budgeting and reporting capacities across education sector ministries;
  • Accelerated and more effective financial and budget execution of FCE resources, supported by stronger compliance with procedures and enhanced risk management practices;
  • Strengthened public procurement capacities, resulting in improved quality, transparency and timeliness of procurement processes;
  • Enhanced coordination, governance and oversight of the FCE among sector ministries, the Ministry of Economy and Finance, and technical and financial partners;
  • Strengthened capacities of decentralized structures to ensure more efficient, transparent and accountable management of education resources;
  • Improved technical and financial monitoring, reporting and accountability for results, supported by strengthened performance management and data analysis systems;
  • Effective implementation of a capacity transfer strategy, enabling the progressive ownership of FCE tools, procedures and management mechanisms by national institutions;
  • Preparation of a sustainable transition towards the autonomous management of the FCE by national institutions, in line with the long-term sustainability objectives of the Technical Assistance Facility.

Type of services provided

  • Technical assistance to education and training sector ministries in planning, programming, budgeting, financial management and accounting.
  • Institutional capacity building and transfer of competencies to stakeholders responsible for FCE management.
  • Support for public procurement processes, including the improvement of procurement procedures and the strengthening of transparency mechanisms.
  • Assistance in monitoring and evaluation, technical and financial reporting, and the enhancement of management information systems.
  • Support to FCE governance and coordination mechanisms (Steering Committee, GTEFP and regional coordination structures).
  • Assistance to decentralized entities to improve budget execution, internal control, financial management and results accountability.

  • 2 Central Technical Assistants in Public Procurement – 1,100 working days
  • 1 Central Technical Assistant in Planning, Reporting and Monitoring & Evaluation – 550 working days
  • 1 Central Technical Assistant in Financial and Accounting Management – 550 working days
  • 1 Central Technical Assistant supporting FCE Coordination and Governance (GTEFP) – 138 working days
  • 1 Senior External Supervisor (intermittent assignment) – 69 working days
  • 10 Regional Technical Assistants supporting the management, oversight and implementation of the FCE at decentralized level – 5,500 working days.
