Detailed description of project Back

School violence poses a major challenge to Tunisia’s education system, affecting students’ well-being, safety, academic success, and retention, and undermining national efforts to ensure equitable access to quality education. Violence affects all stakeholders in the education sector, creating a school environment that is not always conducive to learning. 

In this context, the Ministry of Education organized a National Symposium on School Violence on February 3 and 4, bringing together institutional stakeholders, regional offices, educational teams, the social and health sectors, and civil society. 

The development of a Multisectoral and Budgeted Action Plan for 2026–2030 is one of the main expected outcomes of this consultation process. 

With this in mind, a team will support the Ministry of Education in developing a Multisectoral and Budgeted Action Plan for 2026–2030 aimed at preventing and effectively responding to school violence. 

Specific Objectives: 

  • Analyzeand synthesize the recommendations from the national symposium (February 3–4) and the reports from the thematic workshops. 
  • Ensure the plan’s alignment with existing national strategic and operational frameworks.
  • Define clear strategic priorities, expected outcomes, priority actions, institutional responsibilities, and monitoring indicators.
  • Develop an indicative budget for the plan, consistent with national capacities and existing funding frameworks.
  • Strengthen the multisectoral approach (education, child protection, health, social affairs, security, digital, civil society).

Type of services provided:

Targeted Literature Review 

  • Analysis of the study on violence against children in schools, conference reports, and thematic workshops.
  • Review of relevant national strategic and operational documents.

Consolidation and Prioritization 

  • Organizing recommendations into coherent strategic priorities.
  • Prioritizing actions based on impact, feasibility, and timeline. 

Development of the action plan

  • Definition of actions, responsibilities, deadlines, and indicators. 
  • Integration of cross-cutting dimensions: gender, inclusion, child protection, digital technology, mental health. 

Indicative budgeting  

  • Cost estimates by priority area and by action. 
  • Identification of potential funding sources. 

Validation and finalization  

  • Presentation of the draft to the Ministry of Education. 
  • Incorporation of comments and finalization of the document.
