The Support to Drive Tourism Sector Growth in Moldova project supports the strengthening of the country’s tourism sector in line with EU standards and Moldova’s Growth Plan 2024–2028. Funded by the European Union under Framework Contract SEA 2023 – Lot 12, the project aims to enhance institutional capacity, policy coherence, and operational effectiveness in a sector with strong economic potential.

The assignment focuses on improving the legal and regulatory framework, strengthening the capacities of the Ministry of Culture and the National Tourism Office, and supporting the implementation and monitoring of tourism-related reforms. Key areas of intervention include policy alignment with EU good practices, capacity development, digital governance and data management, SME support mechanisms, and the strengthening of communication, promotion, and marketing strategies.

Through a combination of policy analysis, capacity-building activities, digital tools, and stakeholder engagement, the project contributes to a more competitive, sustainable, and well-governed tourism sector in Moldova, aligned with the country’s EU accession objectives.

Type of services provided:

The assignment provides technical assistance to the National Tourism Office (ONT) and, where relevant, the Ministry of Culture and other stakeholders, to support tourism sector reforms in line with the EU acquis, the Growth Plan, and Moldova’s EU accession objectives. The services include:

  • Mapping, analysis and designof tourism strategies and development programmes, including recommendations.
  • Legislative and policy framework analysis, with actionable recommendations for alignment with EU standards and good practices.
  • Capacity development for public institutions and tourism economic operators.
  • Digitalisation supportfor ONT and MC systems.
  • Communication, promotion, and internationalisationof Moldova as a tourism destination.
  • Knowledge management.

The assignment delivers the following reports in English and Romanian:

  • Inception Report.
  • Mid-term Report.
  • Final Report.
