This consultation takes place in a Tunisian context marked by structural challenges affecting the employability, social inclusion and well-being of adolescents. The Life Skills Up project, initiated by UNICEF in collaboration with the relevant ministries, aims to equip young people from the Centres for Defence and Social Integration (CDIS) through thematic camps based on the Adolescent Kit.
The objective of this consultation is to develop a structured and contextualised tool to measure the progress of adolescents aged 15 to 18 towards the life skills objectives defined in UNICEF’s Adolescent Kit, within the framework of the Life Skills Up summer camps. More specifically, this consultation aims to:
- Design a tool for measuring life skills (questionnaires, observation grids or other instruments) that is easy to use and adapted to the Tunisian context, based on the ten key skills in the Adolescent Kit and international reference frameworks, as well as the summary tool already available in the Adolescent Kit.
- Train inspectors in the use of this tool through a face-to-face session, including an introduction to data collection and analysis methods.
- Support inspectors in the field during the first data collection session (baseline) to ensure a good understanding of the tool, the quality of the data collected and the harmonisation of practices.
- Provide remote support during the midline (February 2026) and endline (June 2026) data collection phases by monitoring methodology and reviewing the data collected.
- Support the analysis of results and contribute to the drafting of summary reports including practical recommendations to strengthen the impact and reproducibility of the programme.

Project activities:
- In coordination with UNICEF, develop a structured and easy-to-use tool for measuring life skills based on the Adolescent Kit and international instruments (questionnaires, assessment sheets, data collection methodology).
- Develop a comprehensive training programme for inspectors, including learning objectives, detailed session outlines, practical activities and assessment methods.
- Prepare the corresponding training materials (PowerPoint presentations, methodological guide, practical sheets for analysing and administering the tool).
- Lead a face-to-face training session in Tunis for Ministry of Youth inspectors on how to use the tool.
- Accompany inspectors in the field during the first data collection session (baseline) to ensure the proper implementation of the tool and the reliability of the data.
- Provide remote support during the intermediate phase: monitoring, exchanges with inspectors and contribution to the analysis of results.
- Provide remote support during the final phase: methodological supervision and drafting of a consolidated analysis report.
