This Technical Assistance for Cooperation Facility aims to strengthen the partnership between the European Union and Mauritania, within the broader framework of an intensified and reconfigured bilateral relationship.

The project’s specific objective is to enhance the relevance, coherence, and coordination of EU cooperation actions in Mauritania, driving a qualitative transformation in both their design and implementation.

To achieve this, three key components have been developed:

  • Product 1 – Strengthening Programmes and Projects: The technical assistance will support the EU Delegation, the Ministry of Economy and Finance, and national partners throughout the full intervention cycle (programming, design, implementation, monitoring/evaluation, closure). This includes programmes under the MIP 2021–2027, EFSD+, Team Europe Initiatives, thematic and regional programmes, and other EU instruments. The aim is to improve the quality, coherence, and strategic alignment of projects with joint EU–Mauritania priorities, while ensuring compliance with EU methodological standards.
  • Product 2 – Communication, Visibility and Public Diplomacy: This component enhances the visibility, understanding, and ownership of EU actions, policies, and values in Mauritania. Going beyond communication, it acts as a tool for public diplomacy and political dialogue, countering disinformation and strengthening the EU’s strategic positioning. The assistance will serve as a strategic interface between the EU Delegation, national institutions, and partners.
  • Product 3 – Capacity Strengthening of Cooperation Stakeholders: Focusing on sustainability and ownership, this product strengthens the technical, organizational, and strategic capacities of national institutions—including the MEF coordination unit, sector ministries, and project units. The goal is to enable more effective design, monitoring, and valorisation of EU-funded interventions, ensuring long-term impact and stronger leadership by Mauritanian counterparts.

By combining technical support, strategic communication, and capacity building, the project aims to make EU–Mauritania cooperation more effective, sustainable, and nationally owned.

Product 1: Support to projects and programmes

Product 2: Public diplomacy and visibility

  • Materials for events (key messages, presentations, summaries)
  • Contribution reports to strategic communication

Product 3: Capacity strengthening

  • Capacity-building plan (diagnostic + planning)
  • Collaborative monitoring tools (e.g. SSCD), methodological guides
  • Training modules (materials, agendas, practical exercises)
  • Capacity-building mission reports, capitalization notes
  • Content for website or institutional materials of the coordination unit
