The global objective of this evaluation is twofold:

  • to provide the relevant services of the European Union and development partners, the interested stakeholders and the wider public with an overall independent assessment of the performance of the Support to Rural Entrepreneurship, Investment and Trade in Papua New Guinea (STREIT PNG), paying particular attention to its different levels of results measured against its expected objectives and to the reasons underpinning such results.
  • to identify key lessons learned, conclusions and related recommendations in order to inform decision makers on how to improve current and future interventions.

The specific objectives for this evaluation are:

  • To inform the exit strategy of the intervention to ensure the sustainability of its results.
  • To draw lessons that can be replicated in other donor-funded interventions in similar thematic areas and country context.
  • To be accountable for the use of EU and FAO resources in relation to the results of the intervention.

The evaluation will assess the intervention using the standard DAC evaluation criteria, namely: relevance, coherence, efficiency, effectiveness and sustainability. In addition, the evaluation will assess the intervention through an EU specific evaluation criterion, which is the EU added value.

Qualifications

Qualifications and skills required for the team:

  • Excellent analytical and reporting skills.
  • Excellent communication skills, in particular, liaising with different stakeholders.
  • Knowledge and extensive experience of complex, multi-sector development programmes.
  • Knowledge of FAO and EU mandates on gender equality, women’s empowerment, and familiarity with sustainable development principles and climate change adaptation strategies.
  • The evaluation team will have command of English at level C1 of the CERF – both spoken and written.
  • Some stakeholders may not be proficient in English language. Therefore, if the evaluation team lacks a local expert fluent in the local language, it should consider employing interpreters.

Professional experience of the team:

  • The evaluation team must have a cumulative experience of at least 15 years in the field of evaluation, mostly in, but not limited to, development cooperation, with solid experience in rigorous evaluation methods and techniques.
  • The evaluation team must have a cumulative working experience of at least 6 years in the following areas: value chain development and/or agricultural entrepreneurship, trade, and investment.
  • The team leader must have a minimum of 3 successfully completed intervention-level or strategic evaluations, of which at least two as team leader.
  • At least one of the team members must have previous working experience in Papua New Guinea or the Asia-Pacific region.
  • At least one of the experts must have 10 years of experience in gender mainstreaming and women’s empowerment in development projects, preferably in similar country context.
  • At least one of the experts must have expertise in environmental sustainability and climate change adaptation in the context of rural development.
  • At least one of the experts must have expertise in financial analysis in the context of smallholders and small and medium type agribusinesses.
  • At least one of the experts must have expertise in rural road infrastructure.
  • At least one of the experts must have expertise in access to financial services in rural areas.
