The overall objective (Impact) to which this action contributes is:

to position the EU as a partner of reference for Liberia among selected target audiences, by measurably increasing awareness, understanding and perception of the European Union and its value-offer to Liberia, in particular through Global Gateway.

The specific objectives (Outcomes) of this contract are as follows:

  • Increased brand awareness and perception of the European Union among younger, EU neutral/unaware audiences.
  •  Increased engagement with citizens, particularly between 18 and 35 years old.
  • Strengthened partnerships with influencers to enhance the European Union’s positive perception in the country.
  • Strengthened European Union’s profile as a partner of reference in Liberia amongst policy makers, private sector, development stakeholders and citizens.

Qualifications

This expert will be responsible for the implementation of the different actions of the EUD communication campaign(s), including related events. It is imperative that this key expert is based in Monrovia, 100 % of his/her working days. Missions to other localities in Liberia are foreseen.

Qualifications and skills

  • University degree in the field of communication, marketing, advertising or any other relevant discipline.
  • Excellent knowledge of information and communication landscape and strategies in Liberia and of the relevant actors.
  • Proven knowledge of Web/Social Media/ICT.
  • Experience in digital communication.
  • Excellent English, spoken and written.
  • Fluency in Liberian English (kolokwa).

General professional experience

  • At least 5 years of professional experience in the fields of communication, marketing, advertising or events

Specific professional experience
Minimum

  • Direct experience in organising at least 5 communication activities (advertising campaign, public awareness raising campaigns, issue/policy advocacy, etc.).
  • Proven track record for at least 3 years in the production of audio-visual and digital content.

Preferred

  • The provision of samples of successful campaign products designed/implemented in the past will be considered as an asset.

All experts must be independent and free from conflicts of interest in the responsibilities they take on.
