This evaluation focuses on a EU-funded intervention in the area of Food and Nutrition Security in Angola: the FRESAN Programme (Fortalecimento da Resiliência e da Segurança Alimentar e Nutricional em Angola). The programme comprises four interrelated components, all financed by the EU.
FRESAN is an integrated programme designed to address issues related to agriculture and nutrition, as well as to mitigate the fragmentation of actions at both central and local levels. It adopts a multi-sectoral, multi-stakeholder approach, centred on community engagement and involving direct participation from provincial governments, relevant ministries and their decentralised services, agricultural extension services, research institutions, technical cooperation agencies, civil society, and international development partners.
The four components of the programme are interconnected and mutually reinforcing.
The evaluation will seek evidence on why, whether, and how the EU intervention has contributed to achieving its intended results. It will also aim to identify the factors that have either facilitated or hindered progress.
Specifically, the evaluation will provide:
The primary users of this evaluation will be the EU Delegation to Angola, the Ministry of Agriculture and Forestry (MINAGRI), the Ministry of Environment (MINAMB), the Ministry of Interior (MININT), and other public institutions involved in resilience and food and nutrition security.
This evaluation aims to provide insight into the performance of the intervention—its achievements, the factors contributing to or hindering progress, and the prospects for sustainability of its results. The findings will serve as a foundation for planning future EU interventions in this sector.
The evaluation process will be carried out in 4 phases and 2 specific activities:
