The overall objective of the action is to support the sustainable reintegration of Ethiopian returnees from Europe and ultimately contribute to the development of a National reintegration System for Ethiopia, and to provide ARRA (now RRS) with the necessary financial, human and technical resources to enhance services for and address the needs of vulnerable displaced populations in Ethiopia facing the COVID-19 pandemic.
The global objective of this evaluation is twofold:
- To provide the relevant services of the European Union, the interested stakeholders and the wider public with an overall independent assessment of the performance of the project under EUTF entitled ‘Sustainable Reintegration support to Ethiopian returnees from Europe and support to vulnerable displaced populations affected by COVID-19’ (SRSERE)- T05-EUTF-HOA-ET-52-01 / T05.546’, paying particular attention to its different levels of results measured against its expected objectives and to the reasons underpinning such results; and
- To identify key lessons learned, conclusions and related recommendations in order to inform decision makers on how to improve future interventions.
The specific objectives of the evaluation are:
- To draw lessons that can be replicated in other EU funded interventions on returns and reintegration in Ethiopia, including vulnerable returness from Europe.
- To be accountable for the use of EU resources in relation to the results of the project entitled ‘Sustainable Reintegration support to Ethiopian returnees from Europe and support to vulnerable displaced populations affected by COVID-19’ (SRSERE).
- To report transparently on EU support to the migrant reintegration programme in Ethiopia and to assess the state of national referral systems at country level.
Qualifications
Qualifications and skills required for the team:
- Knowledge of the EU institutional framework, in particular [Knowledge of EUTF aid instruments / Knowledge of European Union and European Commission’s policies, strategy, operational tools to support civil society / Knowledge of EU Neighbourhood, Development and International Cooperation Instrument (NDICI) / Knowledge of EU enlargement policy and strategy and pre-accession assistance (IPA)/ Knowledge of EU Migration policies.
- Knowledge of the EU mandates on gender equality and empowering women and girls, and human rights based approach to development cooperation.
- Excellent analytical and reporting skills, [including gender and conflict-sensitivity analysis where applicable.
- Excellent communication skills, in particular, liaising with different stakeholders.
- The evaluation team will have command of English at level C1 or higher of the CERF – both spoken and written.
- A good command of Amharic at level B2 or higher of the CERF will be considered an asset.
Professional experience of the team:
- The evaluation team must have a cumulative experience of at least 10 years in the field of evaluation, mostly in, but not limited to, development cooperation, with solid experience in rigorous evaluation methods and techniques.
- For the team leader, experience in leading evaluations within refugee reintegration, mobility and migration sector(s) as well as the EUTF programming circumstances is required, with a preference for at least two evaluations conducted in the role of Team Leader.
- The evaluation team must have a cumulative working experience of at least 18 years in at least 2 of the following areas: human rights, rule of law, gender equality, civil society.
- Experience in research, analysis, review, and assessment of complex data will be considered an asset.
- Experience in communicating and disseminating evaluation results to a variety of audiences using different dissemination products and platforms, including social media.
- At least one of the experts must have previous working experience in the Horn of Africa, Ethiopia will be considered an asset.
- At least one of the experts must have technical/sector knowledge and experience in managing the reintegration of returnees OR Technical/sector knowledge and experience in related migration policies will be considered an asset.
