The overall objective of this action is: Contribute to the empowerment of women and girls in South Sudan.

The specific objectives are the following:

  •  Support the effective implementation and enforcement of all legislation on women’s rights, through capacity building of relevant duty-bearers.
  • Promote women’s economic, political and social empowerment at the local level, with a specific attention for those in the most vulnerable situations.

Qualifications: 

Qualifications and skills required for the team:

  • Excellent analytical and reporting skills, including gender and conflict-sensitivity analysis.
  • Excellent communication skills, in particular, liaising with different stakeholders.
  • Specialized in resilience programmes covering gender equality and women empowerment; access to justice, governance, economics, education in developing country, in particular in the Horn of Africa.
  • Ability to write clear reports.
  • The evaluation team will have command of English at level C2 of the Common European Framework of Reference for Languages (CERF) – both spoken and written.
  • At least one team member will have command of English at level C1 or higher.
  • A good command of Arabic at level B2 or higher of the CERF will be considered an asset.
  • Some stakeholders may not be proficient in English language. Therefore, if the evaluation team lacks an expert fluent in the local language, it should consider employing interpreters.

Professional experience for the team:

  • The evaluation team must have a cumulative experience of at least 12 years in the field of evaluation, mostly in, but not limited to, development cooperation with reference to at least three previous assignments applying the EU evaluation methodology to demonstrate familiarity with EU standards and best practices.
  • The evaluation team must have a cumulative working experience of at least 10 years in fragile states or with Horn of Africa.
  • At least one of the experts must have recent technical/sector knowledge and 8 years of experience in gender equality and women empowerment.
  • At least one of the experts must have recent technical/sector knowledge and 5 years of experience in access to justice and governance.
  • At least one of the experts must have recent technical/sector knowledge and 5 years of experience in education and economics.
  • The evaluation team must have previous experiences of working with rights-based and do no harm approach, gender mainstreaming, conflict-sensitive approaches.
  • The evaluation team must have previous experiences in communicating and disseminating evaluation results to a variety of audiences using different dissemination products and platforms, including social media.
