Currently, the EU provides support to the Nigerian electoral cycle within the framework of the ‘EU Support to Democratic Governance in Nigeria (EU-SDGN) Programme.’ The programme, with a total envelope of EUR 39 million, was formulated in close consultation with Nigerian stakeholders and development partners, and has six components providing specific support to the electoral management body, the legislature and judiciary, political parties, the media, women and persons with disabilities and civil society. The implementation of the EU-SDGN programme fulfils the continued interest of the EU in supporting the process of democratic and electoral reforms to enhance the capacity of Nigeria’s national institutions. A key underlying component for the implementation of the programme revolves around collaborations between select Civil Society Organisations (CSOs), the media, and all other relevant stakeholders. The overall objective of the programme is to foster a functioning pluralistic, inclusive, participatory and representative democracy in Nigeria.

The global objective of this evaluation is twofold:

  • to provide the relevant services of the European Union, the interested stakeholders and the wider public with an overall independent assessment of the performance of the EU support to the Democratic Governance in Nigeria (EU-SDGN) Phase II Programme, paying particular attention to its different levels of results measured against its expected objectives and to the reasons underpinning such results; and
  • to identify key lessons learned, conclusions and related recommendations in order to inform decision makers on how to improve current and future interventions.

The specific objectives for this evaluation are:

  • To review the results achieved against objectives, component by component and the programme result (overall and per beneficiary) and the programme result on horizontal aspects such as human resource management, training, strategic planning, internal control and leadership.
  • To draw lessons that can be replicated in other EU interventions in the Democratic Governance sector.
  • To reconfirm the validity of the programme’s theory of change and to provide recommendations on opportunities to improve programme delivery and impact.
  • To report transparently on EU support to the democratic governance sector in Nigeria.

Type of services provided

  • Structuring the Evaluation: Initial review of documents, kickoff meetings with stakeholders, interviews, and finalization of the Intervention Logic/Theory of Change (IL/ToC).
  • Development of Key Evaluation Tools: Establish the Evaluation Matrix, finalize Evaluation Questions (EQs), Judgment Criteria (JCs), and indicators.
  • Methodology and Planning: Develop a work plan, identify risks, and create a gender-sensitive evaluation methodology.
  • Data Collection and Preliminary Analysis: Conduct desk research, in-depth document analysis, interviews, and initial data collection to answer EQs.
  • Field Research: Field activities, testing preliminary hypotheses and gathering primary data with stakeholder engagement.
  • Final Data Analysis and Reporting: Synthesize collected data, prepare final answers to EQs, conclusions, and recommendations.
