The overall objective of the study is to support the National Health System in Peru to strengthen its regulatory and supervisory capacities over the set of entities that form the national Universal Health Insurance (UHI) system. The aim further entails to establish solid foundations for the national system of Universal Health Insurance (AUS), as well as to create the basis for its efficient and effective operation, thereby benefitting the national population and residents of the country.
The specific objectives are as follows:
- Identification of actions, progress and achievement of the implementation of AUS policies in Peru in terms of population, provision and financial coverage;
- Evaluation of results and impacts of implementation of AUS policies on health (including analysis on impacts of the temporary regulatory provisions during COVID 19);
- Identification of challenges for the population, as well as for the delivery and financial coverage of national AUS policies;
- Creation of a methodology to quantify AUS coverage gaps.
The main tasks consist in conducting six studies on:
- The current situation and the remaining challenges of the national system of AUS;
- Public incentives which improve the implementation of a national policies focusing on the AUS;
- Capacity and skill strengthening with regard to strategic negotiation in results-based management;
- Potential of the “Superintendencia Nacional de Salud” as the main regulatory body of the national health care system of Peru;
- the Health Users’ Board (JUS);
- The Universal health insurance that is applicable to the foreign, migrant and temporary population in Peru.
