Detailed description of project Back
The main objective of this assignment is to support and build the capacities of MoET and key national implementing partners to prepare the Education Sector Strategic Plan (ESSP) on the basis of the available Education Sector Analysis, and to support the ESSP development process by closely working with all set structures.
The assignment is guided by GPE’s Guidelines for Education Sector Plan Preparation (UNESCO 2015) which comprise seven essential features, i.e. (i) a long-term vision for the education system; (ii) a clear outline of strategies and priorities; (iii) a sector-wide holistic approach covering all education sub-sectors including formal and non-formal education and adult literacy; (iv) a sound foundation on data and through analysis; (v) achievability according to available capacities; (vi) attentiveness to disparities; and (vii) an analysis of the country’s contextual conditions, particularly with regard to the country’s vulnerabilities. In addition, while designing the ESSP, special attention was given to minority issues and child protection programming.
ESSP development is built upon the findings of previous and ongoing relevant studies, in particular the Situation Analysis carried out in preparation for the ESSP. Goals, Programmes and activities were developed in a highly participatory process, including indicators, related baselines and targets. This then further informed the costing simulation model for the Plan period.
Following the submission of the final draft ESSP to MoET, the Plan was independently assessed for GPE. In response to the assessment, further refinements were made to the plan. Most importantly, a comprehensive costed Multi-Year Action Plan for the initial three years of Plan operation was included.
