This is the final evaluation of the CNE 1225 – AFD’s Support for Quality Education (PAEQ) project in Niger, the aim of which was to increase access to schooling, increase the retention rate of students in school and improve the quality of the teaching and learning environment at the level of basic education in Niger. It was structured in three components:

  • Component 1: Expanded equitable access to schooling and retention of pupils in basic education;
  • Component 2: Improving the quality of teaching and learning;
  • Component 3: Management capacity building to support more effective use of resources to improve access and quality.

The evaluation paid particular attention to the following four key findings:

  • Key point 1: identification of the progress and success conditions of the school card program;
  • Key point 2: analysis of the ‘Diffa emergency’ response, which made it possible to construct and allocate teaching resources in that area;
  • Key point 3: mechanisms in place to support schooling;
  • Key point 4: analysis of the operating procedures and effectiveness of literacy centres;
  • Key point 5: mechanism analysis:
    • Production and implementation of the funded educational tools;
    • Training activities aimed at the professionalization of trainers and teachers.

The evaluation will provide a judgment of the OECD criteria: Relevance, Coherence, Effectiveness, Efficiency, Impact and Sustainability.

Type of services provided

Standard evaluation work based on a three-step process:

  • Structure the evaluation process;
  • Conduct the evaluative analysis;
  • Present the conclusions of the evaluative work and the recommendations.
