UNICEF Uruguay is starting a major project with Plan CEIBAL with the aim of guaranteeing each student access to specific platforms to have online classes and practice mathematical and linguistic skills so that students in Uruguay continue learning, even if they are prevented from going to an educational centre as during the COVID-19 pandemic.
This experience has shown that this system is efficient, however, it has been seen that the most vulnerable students did not participate in the platforms. In this context, PROMAN has been invited by UNICEF Uruguay to carry out an analysis and make a diagnosis on why and also on what can be learned about combining digital and face-to-face education.
The specific purpose of this consultancy is to provide technical assistance and general guidance to UNICEF and its partners in identifying the main barriers that prevent Plan CEIBAL from reaching all children and in designing tools and solutions to improve quality online learning for all children.
