Review of the Digitalisation Sector Reform Performance Contract in the Kyrgyz Republic

The overall objective of the Digitalisation Sector Reform Performance Contract (DSRPC) is to support the Government of the Kyrgyz Republic through policy dialogue, budget support and capacity building measures, to assist with the implementation of the government’s Digital Concept and the related Kyrgyzstan Digital Transformation Roadmap 2019-2023.

The overall objectives of this contract are: (i) to provide a detailed review of the implementation of the Digitalisation SRPC and to enable the EU to use the outcomes of the reviews for decisions on instalment disbursement and programme execution; (ii) to contribute to the Programming exercise under the Multiannual Financial Framework (MFF) 2021-2027 taking into account the impact on the rights based approach, persons with disabilities, and gender equality.

Type of services provided

• To conduct review missions, at least one during the fiscal year 2021 for the disbursement of the fixed and variable instalments, another one during 2022 for the disbursement of the second variable instalment and the third mission during 2023 for the disbursement of the final variable instalment;
• Analysis and preparation of background and baseline papers, incl. Identification and Action documents, as well as other services, which may occur during the programming exercise related to the new digitalisation programme package.
