Technical Assistance for Development of Education Sector Analysis (ESA) & Education Sector Plan (ESP) for Philippine Basic Education

In 2019, the Department of Education (DepEd), with support from UNICEF and UNESCO-IIEP conducted a basic education sector analysis in order to develop Basic Education Master Plan 2030. However, the landscape of the sector dramatically changed by two events. The first is the poor performance of the Philippines in the PISA 2019: the Philippines placed the last in Reading, and the second from the last in Science and Mathematics. The second is the COVID-19 pandemic. In response to these challenges, DepEd identified key policy agenda for quality learning in “Sulong Edukalidad,” and recently developed a Learning Continuity Plan for COVID-19 response. The draft Basic Education Sector Analysis (BESA) in 2019 needs to be updated and a medium-term plan, Basic Education Development Plan 2021-2025 (BEDP 2025) needs to be developed to detail out the implementation of urgent activities, financing plan and collaboration mechanisms.

The objective of the consultant’s work is to provide technical support to DepEd and strengthen its capacity to prepare a credible education sector plan (BEDP 2025) by updating draft BESA and developing a feasible plan of actions, which addresses key issues impeding inclusive and equitable quality education for all in the context of the current global COVID-19 pandemic. The process will build on the technical support provided by UNICEF to build the capacity of DepEd on sector analysis and strategic planning.

Type of services provided

Education Sector Analysis

• Review the DepEd Education Sector Analysis Draft in close consultation with DepEd;
• Provide technical support to conduct data collection for additional analysis;
• Provide technical support to update the chapters of the Education Sector Analysis;
• Provide technical support to conduct an analysis on access gaps, last mile schools, out-of-school and marginalized children and youth with gender equity lens;
• Provide technical support to conduct an analysis on learning quality disparities across different context with gender equity lens using the results of PISA, National Achievement Test and other Relevant learning assessment studies;
• Provide technical support to conduct an analysis of the impact of COVID-19 to basic education supply and demand situation, education delivery standards, private school operations and management systems;
• Provide technical support to conduct an analysis of public financial management with equity lens across learner context, development objectives and risks due to COVID-19;
• Provide technical support to present and finalize the ESA report.

Education Sector Plan

• Provide technical support to define the vision, goals, policy priorities and strategic objectives;
• Provide technical support to develop the programme design with clear goals, objectives linked to ESA issues;
• Provide technical support to develop the monitoring and evaluation plan with clear results targets, indicators and reporting system;
• Provide technical support to develop cost and financial plan;
• Provide technical support to develop the operational plan and implementation management arrangements;
• Provide technical support to revise and finalize the ESP based on the feedbacks and recommendations from review by UNESCO IIEP and UNESCO Bangkok, initial assessment by the GPE Secretariat, review by Education Forum, and review by NEDA Social Development Committee.
