Detailed description of project Back
EUROsociAL+ is the EU programme (€32 million) aiming at consolidating cooperation and policy dialogue related to social cohesion between Latin America and the European Union (EU). EUROsociAL+ contributes to the design, reform and implementation of public policies in Latin America, which have an impact on social cohesion and reduction of inequalities.
The specific objective of the assignment is to undertake the mid-term evaluation.
To achieve its objectives, this evaluation will include 3 strands of activity. They are:
Evaluation using the standard five DAC evaluation criteria namely: relevance, efficiency, effectiveness, sustainability and impact.
In addition, the evaluation will assess the added value of the EU (the additional advantages of the Action compared to an intervention only from the MS).
The evaluation team shall furthermore consider whether and how gender was mainstreamed; the relevant SDGs and their interlinkages were identified; the principle of Leave No-One Behind and the rights-based approach methodology was followed in the identification/formulation documents and the extent to which they have been reflected in the implementation of the Intervention, its governance and monitoring.
