Evaluation of the NEXUS Process in Mali and technical support for its implementation

The EU attaches great importance to the link between humanitarian aid, as a rapid response measure in crisis situations and more medium and long-term development action. The humanitarian-development nexus is complex and requires increased coordination – leading to joint humanitarian-development approaches and collaborative implementation, monitoring and progress tracking.

The overall objective of this mission is to make an assessment of the progress made in the framework of the Humanitarian – Development Nexus process in Mali and to relaunch it on the basis of a dedicated technical expertise that will accelerate the achievement of concrete results. support a strategic dialogue with relevant ministries, ensuring better protection of vulnerable people and better access to basic social services and more sustainable management of natural resources.

A group of Technical and Financial Partners (TFP) composed of the Delegation of the European Union, Switzerland and Luxembourg, has agreed to finance a technical assistance to evaluate the achievements made to date, then relaunch and supervise the process.

The TA team consisted of one Team leader funded by the EUD and sectoral specialists. The Luxemburg Cooperation financed the Health & Nutrition/Education Sector expertise, provided by PROMAN.

Type of services provided

• On the basis of the action plan, define a sectoral roadmap integrating the strategic elements developed;
• Identify existing and / or proposed sources and funding arrangements and make recommendations to better align with the objectives of the Nexus;
• Identify the synergies between sectoral approaches in the same zone as far as they are relevant and do not question the effectiveness of the sectoral approaches or their cost-effectiveness, in agreement with the technical services of the State;
• Propose simple objective indicators to the actors to judge the progress of the implementation of the roadmaps and sectoral action plans;
• Contribute to the development of the communication and dialogue plan between the actors to influence the strategies of Malian technical services, donors, as well as actors in the field;
• Identification of the different bottlenecks if necessary;
• Contribute to the formulation of concrete recommendations for integration into the joint programming exercise (EU + EU Member States + other countries sharing this approach) of development aid in Mali.
