Design of the Common Results Framework for delivery of quality formal education for Syrian refugee children in Jordan

In August 2016 the Governments of Norway, the USA (USAID) and the UK (DFID) joined together with the Government of Jordan to deliver the “Accelerating Access to Quality Formal Education for Syrian Refugee Children” through a project titled “The Jordan Compact Education Fund (JCEF)”. The JCEF is delivered through pooling funds into a special account. Other donors are expected to join this programme.

The purpose of this consultancy is to support the Donor Coordination Unit at the Ministry of Education (MOE) to develop and finalise one common results framework for all programmes. The work will be done in coordination with the MOE and key donors (Canada, EU, Germany, Norway, US and UK).

Type of services provided

• To review the current indicators, agree on a core set of minimum indicators that can be and will be tracked by the MOE and finalise indicators and targets for a four year programme 2016/2017 to 2020/2021 school years;
• To ensure cross-cutting themes of gender equality and environment are adequately mainstreamed into the indicators of the common results framework and seek to identify one gender-specific indicator to monitor progress in this regard;
• To develop and finalise the common results framework for the different programmes (EU Budget Support mechanism, JCEP, German funded project) with expected targeted indicators for the coming 3 years;
• Develop and finalise the Disbursement Linked Indicators (DLIs) for DFID supported Payment by results component;
• Facilitate a workshop with the GOJ and key donors to review and finalise the common results framework.
