Identification and formulation of an EU funded Programme “EU Regional Environmental Programme for Central Asia — Phase II”

The specific objective of the assignment is to identify and formulate a detailed 3 year regional cooperation programme “EURECA II” (budget between € 13 and 15 million) targeting Kazakhstan, Kyrgyz Republic, Republic of Tajikistan, Turkmenistan and Uzbekistan, responding to the objectives of the Multiannual Indicative Regional Programme for Central Asia 2014-2020, building on the results of the regional programme “EURECA I”, taking account of the regional and national institutional framework, the international commitments, the political, and socio-economic national situation and the outcome of three specific consultations already scheduled or to be scheduled in 2015 in Riga (Latvia) in April, Tashkent (Uzbekistan) in June or July and Milan (Italy) in October.

The main aim of the planned EURECA II action is to contribute to the stable and peaceful sustainable development of Central Asia countries and to facilitate closer regional cooperation both within Central Asia and between Central Asia and the EU on environment and water and contributing to the Climate Change actions with the following two specific objectives:

• Strengthening environmental governance and support the development of legislation following that of the EU, promoting policies for climate change adaptation and mitigation strategies and pollution reduction;
• Ensuring an integrated water policy and watershed management at national and trans-boundary levels, establishing proper institutional and operational reforms for the rational use of water resources.

In particular, EURECA II is intended to demonstrate to local communities the economic benefit of trans-boundary cooperation through several sustainable pilot projects which could be replicated or further attract investment by donors and IFIs.

Type of services provided

The services are provided by a team of 5 experts:

• Team leader (water, environment, regional cooperation);
• Climate change specialist;
• ICT expert;
• Environment (junior);
• Event Coordinator.

Main services relate to identification and formulation exercise, next to providing logistic and other organisational support for the 3 planned specific consultations, and communication.

PROMAN provides the services of the ICT expert. Main services of the expert relate to communication i.e. the development, maintenance of a specific project website with relevant material resulting or announcing the three events mentioned above and also with material presented by the Contracting Authority.
