The Education for All Fast Track initiative (EFA-FTI) was launched in 2002, following the commitments of the World Education Forum in Dakar 2000, as global partnership that focuses on accelerating progress towards universal primary school completion of quality education by 2015. The FTI has endorsed so far 42 countries’ education sector plans.

This assignment will support and provide the FTI Secretariat, which has grown into playing a substantial role in monitoring and evaluation, with a designed monitoring and evaluation strategy for the EFA FTI Partnership. Integral parts of the consultancy will be (i) to integrate the multiple components of the Partnership into a coherent model; (ii) to ensure that design and data collection procedures adequately estimate various aspects of FTI’s impact on partner countries; and (iii) to demonstrate the level of progress achieved in regards to donor coordination practices at various points in time. The new M&E strategy will, as an anticipated outcome, improve accountability within the partnership. An area of high relevance to the partnership is the measurement of quality achievements, e.g. learning outcomes.

Specific objectives are as follows:

  • Undertake a comparative analysis of the designs and common type of indicators used in a global evaluation of non-education partnerships;
  • Review the proposed performance indicators and current collection systems that feed into the FTI Indicative Framework.

The requirement is for clear and accessible information, based upon a well-designed, rigorously-conducted and intelligently-analysed Monitoring and Evaluation Strategy based on the development of three key tools, i.e. (i) a Results Framework; (ii) an Accountability Matrix; and (iii) an evaluation process.

Type of services provided

PROMAN as lead partner provides the Lead Education, two Education and one EMIS expert, and a Project Director; PARTICIP provides an M&E Expert and two Impact Evaluation Experts. The team:

  • Sets a background for the M&E Strategy;
  • Reviews the draft results framework;
  • Develops an accountability matrix;
  • Proposes an evaluation design/methodology to assess cause-effect relationships and measure impact of the FTI partnership;
  • Conducts field consultations to validate the model and strategy in PNG, East Timor, Senegal, Guinea, Mozambique, Ethiopia, Malawi and Guyana;
  • Proposes a specific framework to monitor performance and value-added of the Secretariat;
  • Develops a consultation process;
  • Updates the FTI Indicative Framework;
  • Develops proposals for organisational changes.
