The trafficking of illicit drugs through the SADC Region reached alarming proportions in the mid 1990’s, which led to the elaboration of the SADC Protocol on Combating Illicit Drugs. In 1998, the SADC Regional Drug Control Programme (SRDCP) was adopted by the SADC Council of Ministers to provide for the implementation of the provisions of the Protocol.

The objectives of the SRDCP, as identified in the SADC Protocol on Combating Illicit Drugs, are:

  • To reduce and eventually eliminate drug trafficking, money laundering, corruption and the illicit use and abuse of drugs through co-operation among enforcement agencies and demand reduction through co-ordinated programmes in the Region;
  • To eliminate the production of illicit drugs;
  • To protect the Region from being used as a conduit for drugs destined for international markets.The project is funded by the European Commission through two separate budget lines: the European Programme for Reconstruction and Development (EPRD) and the 8th European Development Fund (EDF).

The objective of the Mid Term Review is to assess the relevance, impact, effectiveness, efficiency and sustainability of the overall programme to date against the results anticipated in the overall programme logical Framework.

Type of services provided

PROMAN provided three highly qualified International Drug Control experts who reviewed all relevant documentation, had meetings and discussions with all stakeholders and visited a number of services involved in the programme.

The Evaluation Team provided a comprehensive review of all aspects of the implementation in terms of results against work plan targets in a final report.Within this report, clear and detailed recommendations were made by the team in order to increase the effective implementation of both the EPRD and EDF components of the programme.

PROMAN HQ was responsible for the backstopping of the mission and overall quality assurance.
