Entrepreneurs in Lebanon are open and eager to exploring new avenues to diversify their business outside the “traditional pillars” of the economy. With a supportive pro-business focus, the government can lay the foundation for a prosperous, diverse and resilient green economy. In order to encourage private investment in the efficient use of renewable resources, a combination of R&D-push and demand-pull measures are crucial.

In that respect, Public-Private Partnerships (PPPs) are one of the most promising options being explored in Lebanon given the dynamism of the private sector. Yet, there is a rich array of sources of external financing for green Programmes in the infrastructure services sectors given the high potential they have to reduce emissions of greenhouse gases through the Clean Development Mechanisms (CDM) initiative.

In the context of Lebanon, limited available financial resources can be a constraint to government action, making it even more crucial to prioritize spending in sectors and areas that can promote sustainable social, economic and environmental gains to society. Recent reviews of the Technology Needs Assessments in Lebanon (UNFCCC) and in the Green jobs assessment in Lebanon (ILO/UNDP) highlighted the green business potential in investing in agriculture, forestry, coastal zone, waste management, energy, water, waste water, transport, building and industry.

The global objective of this assignment is the formulation of the Programme in compliance with the QSG 1 requirements.

The specific objectives of the assignment are:

  • Objective 1: To investigate the environmental, economic and social benefit of supporting the transition towards a green economy in Lebanon;
  • Objective 2: To identify the best approach, methodology, institutional set up to foster economic development and job creation throughout the process in this sector;
  • Objective 3: To provide Technical Assistance for the drafting of the Technical Administrative Provisions and annexes.

Type of services provided

  • Take into account the recommendations of the QSG 1 and all existing relevant documentation on this matter;
  • Identify all similar past and current initiatives in Lebanon and in the Region and draw lessons of these experiences;
  • Validate or refine the choice of the identified priority sectors of intervention of the Programme within the perspective of economic development and un/skilled jobs creation potential;
  • For each sector, identify possible areas of intervention and activities;
  • Further investigate the institutional set-up of the Programme and make concrete recommendations on the institutional ‘anchoring’ of the Programme;
  • Further investigate the sustainability of the Programme including the social, economical and institutional aspects and make concrete recommendations how the project would improve it;
  • In light of the previous findings, fine-tune the Programme content, set-up, scope and modalities laid down in the Project Identification Fiche (PIF);
  • Define performance indicators on the expected outputs and outcomes of the Programme on potential beneficiaries;
  • Appraise the potential impact of the Programme in terms of creation of jobs opportunities, source of income for the country, expected growth;
  • Draft a report including the Action Fiche, the TAPs, a donor matrix, a LogFrame matrix, indicators, and any other relevant annexes.
