Detailed description of project Back
The Government of Vanuatu (GoV) has been receiving General Budget Support (GBS) from the European Union (EU) since 2004 (However, the GoV is only receiving direct budget support since 2007). Under the European Development Fund (EDF) 10, € 12.82 million is available for Budget Support. The “Support to Economic Reform Program 2011-2013 (SERP III)” is to continue the support provided under SERP II (2007-2010) to the implementation of the national development strategy summarised in the “Priorities and Action Agenda 2006-2015” (PAA) and the “Planning Long, Acting Short: Action Agenda for 2009-2012” (PLAS).
The overall objective of this consultancy is to carry out a PFM study that will result into the European Commission PFM Annual Monitoring Report, which has been foreseen in the Technical and Administrative Provisions of the Budget Support Financing Agreement. This report will provide the decision-makers in the European Union with detailed information to assess on the progress made/being made in improving the PFM systems of the Republic of Vanuatu to realise the last tranche of macroeconomic support to SERP II as well as to judge Vanuatu’s continued eligibility for a General Budget Support, SERP III.
