Detailed description of project Back

The overall objective of the Francistwon CTVE/VTC Vocational Training Programme, co-financed by the EDF (15 Million Euro) and the Government of Botswana (12.3 Million Euro),is to improve the standard of living for school leavers and unemployed. Its purpose is to increase the effectiveness and capacity of the Technical and Vocational Education and Training (TVET) system in Francistown and outreach centres.

The scope of this Technical Assistance Project is to develop policies, structures, systems, learning platforms, learning objects and programmes in relation to the development of e-learning, distance learning and blended learning programmes, incorporating best available practices.Integral to this process is the development of the skills and capacity of trainers and educationalists to develop new and stimulating learning programmes capable of up-skilling the existing workforce in selected vocational areas and meeting the needs of employers, whilst recognising the need for equal opportunities in access and participation in terms of gender neutral access or other limiting dissuaders.

The project encompasses three components:

  • Organisational and Management structures of the Centre developed and operational;
  • Learning Programmes developed and operational:
    • Distance Learning Courses operational at both CTVE and Outreach Centres;
    • E-learning On line Media produced and operational;
    • Instructional integer course materials;
  • IT Infrastructure and Network fully operational.

A Rider to the contract foresees in a Phase I of a Programme to provide assistance to the Madirelo Training and Testing Centre in its coordinating role of standard setting task forces to develop unit standards. The aim will be for MTTC to maintain a full-time project unit to continue the development of unit standards in those areas which have been delegated to MTTC by the Botswana Training Authority (BOTA) whilst having a series of phased inputs (phases 2-3) to provide technical assistance and guidance if required.

Type of services provided

PROMAN and its partners are providing the services of six long term experts:

  • Team Leader and expert in College and Resource Centre Management and Organisation;
  • Distance Education Expert;
  • Training/Course Developer – E-learning;
  • Training/Course Developer – Instructional design;
  • ICT Expert – System Analyst;
  • ICT Expert – Networking.

The LT expert team is complimented with a medium-term Support Team comprising a Language Editor, a Desk top publisher, an Audio Video Producer, a Web designer and 2 Research Assistants.

A further 13 m/m for 7 short term experts is provided for support to the MTTC.

PROMAN is managing the contract on behalf of the consortium and is providing the principle backstopping services including regular backstopping missions.
