Training on Financial and Contractual Procedures in the framework of the 11th EDF European Development Fund (EDF)

This training programme is essential for sound and efficient management in the context of EC devolution. It will enable National Authorising Officers’ (NAOs) and Regional Authorising Officers’ (RAOs) staff as well as EC Staff to better understand the main functioning of the 11th EDF and consequently how to make full use of its financing resources.

The project aims at adapting existing training material and preparation of a series of courses on “Financial and Contractual Procedures in the framework of the 11th EDF” in English, French and Portuguese.

After the adaptation and preparation of these modules, training courses will be delivered in the ACP countries, mainly for the staff of the NAOs and RAOs. The courses shall be delivered in English, French or Portuguese depending on the language of the ACP country in which the training is delivered.

The four modules are:

• Module 1. Introduction to the 11th EDF;
• Module 2. Procurement procedures (services, supplies and works);
• Module 3. Direct labour operations (programme estimates);
• Module 4. Grants and Co-Financing.

Type of services provided

• Adaptation of training courses and corresponding teaching materials for the four modules in French and English and Portuguese;
• Delivery of two pilot courses for the four modules, one in French and one in English;
• Provision of training services in the ACP countries at the request of National and Regional Authorising Officers;
• Revision and update of the training courses and training material.
