Terms of Reference for the Provision of Support to the Youth Empowerment through Culture and Sport Programme

The objective of the assignment is to assist the Department of Arts and Culture unpack the Financing Agreement of the Youth Empowerment Programme with the EU. The implementation of programme: was at a stalemate with DAC maintaining they could not go ahead with programme in its current form. However, the Financing Agreement was signed and already endorsed by the South African Government (Minister of Finance/National Treasury.

Specifically, the objectives were to address the following concerns:

• Power vested in the Cultural Steering Committee (CSC);
• Technical Assistance budgeted for in the Financing Agreement;
• Minimum amount as size of the grants to be awarded and issues around sub-granting;
• Partnerships with South African organisations;
• Application process i.e. Call for Proposal applications, Evaluation Panel.

Type of services provided

The services were carried by a Senior EUD Procedures specialist. Core services included:

• Conducted meetings with Department of Arts and Culture senior management, IDC officials as well as with EU delegation officials;
• Clarified EU procedures with regard to Financing Agreement, Procurement procedures, and Grant Management;
• Final report drafted and approved.
