Department of Cooperative Governance (DCoG) through its Chief Directorate: International and Donor Relations intends to conduct an in – depth data gathering and tabulation and analyses from all municipalities that received ODA from International Cooperation Partners (ICPs) for purposes of capacity building. Conceptually Capacity Building should embrace “individual”, “institutional” or “environmental” as defined in the Local Government Capacity Building Framework.

The Study should include “Local Donors” (excluding government) – to ensure capturing of total capacity building interventions to complete a total overview. The envisaged capacity built should cover both “political” and “administrative” environments within a municipality.

Type of services provided

The services were carried by a Senior KM/ODA specialist: Core services included:

  • A capacity built matrix : detailing description of the capacity (financial management, human resources, information technology, ward committee system, IDP development etc), number and level of individuals who benefitted per municipality;
  • Complete list of professionals (engineers, financial management, Organisational Development experts etc) categorised as local or international and, the duration of the intervention per municipality;
  • Some proof of “skills transfer” or “system transfer” that would point to sustainability of the intervention;
  • A summary per municipality of total capacity building interventions and thematic areas per municipality that benefitted from “ODA” or “Local Donors”;
  • Summary per municipality of the total knowledge products – e.g. training manuals, videos, guidelines, policies and procedures etc that were generated through the ODA intervention;
  • A comprehensive final report with analyses and recommendations capturing all the above to be submitted on completion of assignment.
