The purpose of the project of which this contract will be part is to strengthen the NAO system by assisting the NAO to continue to observe his responsibilities and obligations under the Cotonou Agreement and by strengthening the SIG’s capacities and capabilities to effectively programme, supervise implementation, manage, monitor and account for EU cooperation (EDF-funded or other) development projects and programmes on time and following accepted standard procedures.

Expected results include:

  • Maintained and strengthened capacity of the Solomon Islands Government (SIG) in programming, supervision of implementation, monitoring and coordination;
  • Strengthened capacity of the staff of the NAO Office to carry out procurement, contracting and financial management efficiently and according to the relevant procedures, in cooperation with other stakeholders involved in the implementation of EU cooperation;
  • Improvement of the strategic and coordination functions of the Office of the NAO by:
    • Improving coordination with ministries, including participation in development of sectoral strategies;
    • Improving coordination with other donors;
    • Improving dialogue with civil society and local authorities, including provincial governments.

Type of services provided

The first component deals with support to the Unit’s Finance and Contracts activities. This support will be provided principally by the Key Expert, the Senior F&C expert.

The second component deals with additional and complimentary assistance, covering a wide range of areas. The determination of the exact TA requirements will be defined during implementation. This second component is entirely demand-driven. It is to support activities outlined in the Programme Estimates or ad hoc needs regarding NAOs’ responsibilities. The TA will focus on capacity building and providing support to tasks performed by the NAO, and other stakeholders. This TA will be delivered by the non-key short term TA.
