Detailed description of project Back

The specific objective of the PARADDER programme is to support the continued effective implementation of reform policies of the State and decentralisation including regional economic development of the northern regions and the Niger delta.

The main objective of this TA contract, part of the programme is to contribute to strengthening activities related to intensification of decentralisation, with support of the Ministry responsible for Local Government.

Specific objectives of the TA include:

  • Long-term TA: To support the DNCT in its role of developing and controlling regulations related to Local Government, supporting the improvement and strengthening of the decentralisation process, providing organizational support to Local Government in the field of administration and development, boosting cooperation between Local Governments and between them and partners and coordinating Regional Economic Development (DER);
  • Short-term TA: To provide targeted expertise to the various services attached to the Ministry of Ministry of Territorial Administration and Local Government in their respective functions of coordination and control of the State representatives, implementation of the decentralisation policies, land use and development of relations between the State and Local Governments.

Type of services provided

The services are provided by one long-term resident, specialized in decentralisation and capacity building, complimented by a pool of short-term expertise. Areas of intervention of the STE deal with a variety of issues including:

  • Communication;
  • Planning;
  • Monitoring & Evaluation;
  • Statistics;
  • HR Development.
