In the health sector, as in other sectors, the Belgian-Rwandan cooperation is making the delicate transition from a multi-project approach to an overall programme approach. This transition responds to the expectations of the Rwandan Government and is in line with the Paris Declaration and the Accra Agenda for Action. Various projects previously financed by the Belgian Cooperation will need to be integrated in an interactive network, their coherence and alignment with national policies needs to be enhanced and the actions and attitude of Belgian as well as Rwandan actors will need to change.These aspects are crucial for the sector budget support project, (JHSS) placed at the interface between different agents in the sector who are involved in an intense political dialogue.

To ensure the sustainability of this transition, its visibility and the upgrading of the expected results of the new indicative sector programme, an institutional reform is equally indispensable. In this respect an intensive support to the Public Health School (ESP) in Kigali is necessary to allow the ESP to acquire in a short delay the new competences which it will need to develop technical assistance activities, training and research needed for the implementation of the new health programme of the Belgian-Rwandan bilateral cooperation.

To lay the ground for these changes, external support in the form of short term expertise in the field of education, research on health system and defining aid policies is needed. The objective of these missions is to facilitate the transition through support to the agents directly involved and in providing the necessary institutional support. To this end two specific objectives have been formulated:

  • Assist in setting the priorities in terms of intervention and improvement of the health system on the bases of a consensual analysis based on own experiences including the intervention areas of the Belgian – Rwandan Cooperation;
  • Provide the support to the ESP in Kigali to allow it to respond as effective as possible to its new responsibilities.

Type of services provided

PROMAN provides the services of a Health Expert who:

  • Capitalizes the achievements of the existing projects: malfunctions already identified and specifically aspects on the quality of care and the efficient organisation of health services and levels. (logic of complementarity between health centres and reference hospital);
  • Drafting a method and an analysis grid of the health system;
  • Identification of the principle dysfunctions, successes and risk factors (SWOT analysis);
  • Propose a methodology for a intervention system which takes into consideration the expectation s an the needs of the different stakeholders of the health system (patients, caregivers, managers, directors etc.);
  • Consensual identification of the services to be delivered by the ESP in Kigali;
  • Diagnostic of institutional strengths and weaknesses of the ESP;
  • Proposing an improvement plan (education, research, management) and priorities;
  • Support to the implementation of the priority interventions;
  • Support to defining and initiating specific training: quality care, performance system etc.
