The overall objective of the mission is to support the Delegation to Swaziland in programming the second tranche of the EDF11 (9.2 million EUR) to improve social protection in Swaziland, with the overall aim to reduce poverty and improve resilience against shocks.

The objective of the second tranche of EDF11 for Social Protection is: the rights of the poorest and most vulnerable children and adolescents and those with special needs are protected.

Results include:

  • Result 1: Families with children with special needs are better supported;
  • Result 2: Social protection systems are in place to ensure improved access to education, and/or community-based rehabilitation, and/or special day centres for special education for the poorest and most vulnerable children and youth with disabilities.

Type of services provided

Core services include:

  • Advise on general direction of the new programme;
  • Draft the identification and formulation of the Actions related to the second tranche of the EDF11 in support of the social protection system in Swaziland;
  • Draft the Terms of Reference for further technical assistance programme to implement the second tranche of EDF11.

The mission team consists of:

  • Team leader (32 w/d);
  • Specialist in social protection of institutionalized children (incarcerated youth, orphans…) and marginalised children (Albinos) (32 w/d);
  • Specialist in children with mental and physical disabilities (institutionalised and at home) (32 w/d).
