Detailed description of project Back

Since 2007, the Ministry of National Education has appointed the National Institute of Pedagogical Training (INFP) as the central operator of all trainings, both initial and continuous. To support the institution in this new mission, it was supported by AFD, within the framework of the EPTM Project, to finance training and renovation of the central building in Mahamasina. AFD support is continuing, for the period 2015 – 2017, through the project “Improving the Quality of Teaching in Madagascar (AQUEM), the aim of which is to improve the quality of education and learning at the primary and secondary levels.

The objective of this mission is twofold :

A) Organizational and Performance Audit:

  • Dispose of the current view of the INFP and the 25 CRINFP (regional branches) in terms of missions, organization, operation and resources (human, financial and material);
  • List recommendations and elements to facilitate the decision allowing the MEN to (i) formulating the roles, responsibilities and roles of INFP/CRINFP; (ii) establish a new organizational chart appropriate to the mission of INFP/CRINFP and (iii) have the INFP/CRINFP establishment plan.

B) Development of the performance improvement plan:

  • A new organization of the INFP/CRINFP (organization chart, method of management, training, etc.);
  • An INFP/CRINFP establishment project in line with the needs of the Malagasy education system.

Type of services provided

The services are provided by a team of three experts:

  • Team leader (40 m/d);
  • Coordinator (15 m/d);
  • National expert (35 m/d).
