Detailed description of project Back

The Programme for Capacity Building for Civil Society Organisations (PROS) has as principal objective to strengthen the participation in the development process of Civil Society Organisations (CSO). The programme is fully within the scope of the Cotonou Agreement. It also fits within the context of national policy as it helps to strengthen the dialogue as regards the policies in the areas of poverty reduction, good governance and decentralisation that are being implemented by the Government of Burkina Faso.

The content of the PROS was worked out in a participative process as regards its identification and feasibility. It was worked out in close collaboration with the different stakeholders: local CSO and international NGO, government departments, and technical and financial partners.

The programme should allow:

  • To strengthen the organisational, institutional and sector capacities of the CSO on municipal, provincial, regional and nation level;
  • To strengthen the dialogue between the different stakeholders;
  • To increase the visibility of CSO and good governance.

This support mission aims to flesh out the guidelines for calls for proposals, of the process for evaluating proposals (institutional set up), of the monitoring of the programme, and of the tender service for the set up of a PMU.

Type of services provided

Two experts support the NAO, the Ministry of Economy and Development and the European Commission’s Delegation in the identification and formulation of key elements needed for a swift start of programme activities once a PMU is set up. The experts proposed for each of the following components the needs and means for implementation :

  • Content of the guidelines for the four themed calls for proposals;
  • Institutional set up of the Steering and Evaluation Committees;
  • Set up of a monitoring system;
  • Terms of Reference for the set up of the PMU.

PROMAN HQ was responsible for overall quality assurance.
