Detailed description of project Back

The European Studies Programme Vietnam (ESPV) is implemented within the Centre for European Studies (CES), a specialised research and training institute attached to the National Centre for Social Sciences and Humanities (NCSSH) in Hanoi, Viet Nam. Other Vietnamese higher education and research institutions are associated with the ESPV, for which the European Commission (EC) signed a Financing Agreement (FA) with the NCSSH. In Europe, a Consortium of European higher education institutes provides technical assistance for implementation of the ESPV. The estimated total budget of the ESPV is Euro 1,078,000 which is made up of a financial contribution of the European Commission, totalling Euro 998,000 and a Vietnamese contribution, in kind, estimated at Euro 80,000. The Programme runs over three years (Dec 2001 – Dec 2004).

The ESPV has the following broad objectives: raising the profile of the EU in Vietnam;promoting a better understanding of the EU among Vietnamese academics, as well as business and decision-makers, with a view to developing cross-cultural relations and strengthening economic ties between Vietnam and the EU; arousing interest, in Europe, about Vietnam and building up a growing body of knowledge on Vietnamese (and regional) economic, social and institutional contemporary issues; contributing to Vietnamese human resource development, as a basic element for sustainable economic growth and social development; and serving as a bridgehead for possible specific support of EU Member States to CES and/or other centres of excellence within NCSSH network of research/training.

The overall objectives of the Mid Term Review are to review project progress, and provide a clear and concise opinion as to how the project has arrived at its current position, as well as recommendations for modifications that will enhance performance.

Type of services provided

PROMAN provides the services of an international and a national education expert.

The team:

  • Gives recommendations and guidance for the best implementation during the remaining period of the project (about 10 months), thus, with a view to ensuring maximum levels of efficiency and effectiveness;
  • Undertakes a review of the financial resources of the project, with a view to identifying reallocation of the project budget, if appropriate, in order to ensure that the priorities for the period of the project are achieved; and
  • Designs the mechanisms to ensure the sustainability of the project results once the European Commission funding is over.

The review is carried out according to the PCM methodology. PROMAN HQ is responsible for the backstopping of the mission and overall quality assurance.
