The Luxembourg Agency for Development Cooperation (Lux Development) intends to conduct a training intervention concerning market surveys and tracer studies for Vocational Education and Training Centres (VET), with specific reference to the Zambezi Vocational Training Centre (ZVTC) in Katima Mulilo, Namibia. As part of the assignment, and with the support of the trained personnel, a market survey identifying the vocational training needs of the wider Katima Mulilo area has to be done.

The request for the training intervention is based on the need to introduce the staff of ZVTC to a survey approach and techniques that will help them analyse the economic opportunities and related training needs within the local and regional market situation. This analysis is then to be used to formulate practical, market-oriented training programmes that are responsive to the employment and entrepreneurial needs of the community it serves.

Specifically, the objectives of the project are:

  • To assist the ZVTC develop an understanding of the linkage between a responsive, demand-driven training approach and the current situation and potential developments in the local, regional, and national economies;
  • To provide an understanding of approaches to assessing market situations, and relating such assessments to the overall mission and objectives of the ZVTC;
  • To train participants (12) in data collection and analysis skills needed to carry out a market assessment study;
  • To assist participants apply those skills through practical studies of the market situation in Caprivi Region;
  • The study should also enable the Centre to make a decision regarding the one additional trade to be created and supported through the project.

Type of services provided

PROMAN provides the services of an expert in training and market surveys and tracer studies.

The main tasks of the expert are:

  • Provide training (workshop and practical fieldwork);
  • Evaluation of individual participants;
  • Elaboration of a report on activities, with recommendations on future support to the ZVTC.

PROMAN HQ is providing backstopping and quality control.
