Detailed description of project Back

The purpose of this contract is to provide technical assistance and capacity development to:

  • The National Planning Commission (NPC) – and selected line ministries and government agencies – in order to contribute to the successful implementation, management, and particularly the monitoring and evaluation of the National Development Plans (NDPs) and;
  • Strengthen the NAO and NPC’s overall capacity to manage Official Development Assistance (ODA) including the 11th European Development Fund (EDF) and other EU-funded initiatives “.

The results to be achieved by the Contractor include:

  • Result 1: Government’s management of Official Development Assistance (ODA) is strengthened;
  • Result 2: Government’s capacities to monitor and evaluate the National Development Plans are strengthened;
  • Result 3: Awareness among key stakeholders and the general public regarding this project and EU-Namibia development cooperation is enhanced.

Type of services provided

  • Undertake a Training Needs Assessment in the areas of EDF rules, procedures and project cycle management and ODA management;
  • Develop and implement a Capacity Development Plan in order to strengthen NAO’s capacity to manage and oversee EDF funded programmes and projects;
  • Develop and implement, together with the NAO and EUD, a Monitoring, Evaluation and Audit Plan for EDF funded programmes and projects;
  • Assist the NAO with the timely management of EDF funded projects at all stages of project cycle management;
  • Assist the NAO with the preparation of tender dossiers and calls for proposals under EDF funded programmes and projects using the correct templates and following EDF rules and procedures, including among others the development of ToR, guidelines of call for proposals, evaluation of proposals and award of contracts;
  • Assist the NAO with the preparation of addenda to financing agreements or contracts as needed;
  • Assist the NAO with the approval of programme and projects financial and narrative progress reports and payment requests;
  • Assist the NAO with the preparation of Projects’ Steering Committee meetings and other management and technical meetings, including EU-NAO meetings;
  • Assist the NAO with the archiving of e-copies and hardcopies of all required support documents;
  • Assist the NAO with development partners’ coordination to avoid overlapping of support and maximise the economic and social return of EDF and ODA by i.e. developing/updating ODA database and monitoring tools, establishing regular meetings with development partners, among others;
  • Undertake an M&E situational analysis to better understand existing M&E practices in the country;
  • Assist NPC to review the existing M&E framework and update it if necessary;
  • Undertake a skills audit in terms of M&E in NPC and among all the stakeholders;
  • Develop and implement a M&E Capacity Development Plan;
  • Develop and assist NPC and O/M/As to implement a M&E Plan to guide the effective implementation of NDP5;
  • Assist NPC with the timely compilation of NDP progress reports as required by Cabinet;
  • Assist NPC to review Vision 2030;
  • Provide assistance to NPC in the conduct of NDP5 Mid-term and end of term evaluations;
  • Develop, in collaboration with NPC and institutions of higher learning, M&E curriculum for qualifying training;
  • Assist NPC and the Ministry of Finance to align the planning and budgeting processes;
  • Assist NPC to develop mechanisms to effectively monitor the contributions by the private sector & state-owned enterprises in the implementation of NDP5;
  • Assist NPC and the Namibian Statistics Agency (NSA) to devise effective data quality assurance and standards to improve the quality of statistics at national level;
  • Develop and implement, in coordination with the Government and the EU, a Communication and Visibility Plan to highlight and disseminate information about the TA NAO/NPC support programme;
  • To support visibility actions regarding overall EU-Namibia development cooperation under the EDF for both key stakeholders and the general public using modern and innovative methods (i.e. media, TV, radio, social media, hard and electronic copies);
  • To assist and coordinate visibility actions under other EDF funded projects in Namibia.
