Employment creation is one of the main challenges facing Egypt in the medium term. The development of small and micro enterprises is crucial within this context and asks for supporting measures to develop the entrepreneurship and to offer financial and non-financial services.The EU has been providing support through the Social Fund for Development (SDF). The assistance in the field of small enterprises development has been channelled through the Small Enterprise Development Organisation (SEDO) one of the SFD’s programmes.

The objective of this mission is to identify possible strategies for the EU support to employment creation and income generation based on sustainable small and micro-enterprise development targeted to low-income groups.

Type of services provided

PROMAN provided the services of one international and one local expert in order to:

  • Analyse the constraints, opportunities and strategies for small and micro-enterprise development and income-generating activities, including an assessment of the institutional capacities to implement effectively and efficiently programmes and projects;
  • Assess the existing programmes within the SFD, in particular of the provision of small loans and non-financial services to low-income entrepreneurs through SEDO and the micro-credit unit;
  • Formulate concrete proposals for EC support;

PROMAN further ensured the backstopping: logistics, quality control of reports and services, participation in (de)-briefings.
