Uganda’s decentralisation policy aims to devolve power, improve good governance, ensure popular participation and enshrines the principle of subsidiarity. The Kasese District has been steadily developing its capacity to implement poverty focused development through increasing skills and competence in participatory planning and the design of district strategies for human resource development, revenue enhancement, operations and maintenance and the public private-sector partnership. Some of these strategies still need to be operationalised. The objective of the formulation mission is to validate the identification report and elaborate a technical and financial file for a Kasese District Poverty Reduction Programme with as specific objective the strengthening of the capacity of the local authorities for improved service delivery and local economic development. The four results of the programme are:

  • Prioritised investments in the District and Lower Local Government Development Plans implemented by block grants to the District and Lower Local Governments (LLGs);
  • Local revenue generation and collection developed in a sustainable manner that balances the need for local economic development with the need for resources required to meet service delivery standards;
  • District capacity strengthened to deliver improved incomes and poverty alleviation while improving democracy and accountability in the district local government;
  • Lower local government capacity strengthened to deliver improved incomes and poverty alleviation while improving democracy and accountability in their respective jurisdictions.

Type of services provided

PROMAN provides the services of an international and a national expert part of the Formulation Team consisting further of a representative of the BTC and one of the Ministry of Local Government. The Team carried out a validation of the identification with stakeholders at the national and district level and focused on issues needing more elaboration such as sub-county resource management, definition of LED, inclusion of an environmental protection focus, the role of TA, financial management modalities, detailing of preparatory activities, accountability and reporting.
