On the 13^th of January 2001 El Salvador suffers the devastating effects of an earthquake with epicentre in the Region of Usulután. San Agustín is amongst the villages most affected by the disaster, 95% of houses and infrastructures being destroyed.

The project was conceived to help the reconstruction effort of the municipality of San Agustín and had as specific objective the rehabilitation and/or construction of basic family and social infrastructure while promoting an integrated, sustainable and participative development. Five results were expected:

• 550 families obtain living quarters of approximately 50 m² per family within 12 months of the start of the project;
• The beneficiaries receive the necessary legal services to ensure legal ownership of their plots and the local community and government receive legal counsel;
• Social sector buildings, installations and services are rehabilitated or reconstructed and equipped;
• Improvement of the professional, organisational and management capabilities of all involved parties;
• A municipal plan for the protection of the environment and disaster preparedness is drawn up.

The mission has two main objectives:

• Final evaluation of the project for Lux-Development;
• Draw the lessons learned from the experience of this project.

Type of services provided

The evaluation team consists of two experts:

• An expert in community development with proven experience in post-disaster reconstruction and auto-construction (team leader);
• An expert in regional development and property rights in developing countries.Of these two experts, PROMAN provides the team leader, the other expert being provided by S.H.E.R., one of PROMAN’s partners in this framework contract.

PROMAN HQ is providing backstopping and quality control.
