Final Evaluation Mission – Primary Education La Unión and Morazán (Phase II)

The Grand-Duchy of Luxembourg finances and implements development projects in El Salvador since 1993 through its executing agency for development cooperation Lux-Development, acting in close collaboration with local counterparts, mainly in the sectors of water and sanitation, health and environment. From 2001 on, the Luxembourg Ministry of Foreign Affairs (MFA) decided to concentrate its actions in the eastern part of the country, in the districts of Usulután, San Miguel, La Unión and Morazán.

After an identification mission in 2001, the MFA decided to support also the education sector and a project was formulated based on a request of the El Salvador Ministry of Education. A first project foresaw the rehabilitation and construction of 41 school centres in La Unión, a second phase followed which supported the rehabilitation and extension of a further 30 school centres, 15 in La Unión and 15 in Morazán, to meet the education needs of the most disadvantaged, rural areas of these two districts.

The main objective of the project is the improvement of the basic conditions and the quality of service of the education system as well as the integration of the schools within the community in the zones of intervention of the project.

The expected results of the project are the following:

• 30 school centres in La Unión and Morazán are rehabilitated and / or extended and equipped;
• Improvement of the teaching methods of the teachers of these 30 centres;
• Improvement of management practices through the Educational School Projects in all 71 school centres rehabilitated in both phases;
• Strengthening of the surrounding communities’ capacity to participate in school life and of their awareness of community development issues.

The objective of this mission is to undertake the final evaluation of the project.

Type of services provided

PROMAN provides the services of an expert in primary education.

The main tasks of the expert are:

• Analysis of the results and the specific objective(s) reached at the time of the evaluation, compared with what had been anticipated in the project document;
• Description of the zone covered and the project beneficiaries;
• Analysis of the project’s management and monitoring;
• Analysis of the project in terms of relevance, effectiveness, efficiency and sustainability, taking into account crosscutting aspects (poverty reduction, governance, gender, environment).
